Regional Farm Recruitment After Ministerial Direction 119: What Changed in July 2026?
• Hari Yellina
Information checked 15 September 2026. Australian general information; individual circumstances and the current official requirements still need to be checked.
Being a regional farm does not, by itself, place a skilled nomination or visa application in a special regional priority category under Ministerial Direction 119. Growers need to check the actual occupation and the applicant’s location at the relevant application date.
Home Affairs confirms that Direction 119 took effect on 25 July 2026, replacing Direction 105 and applying to applications already on hand. It also includes Skills in Demand subclass 482 applications, which were not covered by Direction 105. This is a processing-priority change; it does not promise an arrival date.
What the five priority groups mean
The published order is:
| Priority | Application category |
|---|---|
| 1 | Law enforcement or defence occupations, applicant in Australia at application. |
| 2 | Law enforcement or defence occupations, applicant outside Australia at application. |
| 3 | Construction, healthcare or teaching occupations, applicant in Australia at application. |
| 4 | Other applications, applicant in Australia at application. |
| 5 | Other applications, applicant outside Australia at application. |
The occupation definitions and covered applications are in the Direction itself, particularly sections 6–8 and Schedules A–B. Sections 7 and 8 distinguish the nominee’s location when the nomination is made from the primary applicant’s location when the visa application is made. Those dates can differ. Moving later is not an automatic change to the location recorded at lodgement.
Which farm recruitment decisions does it cover?
| Recruitment situation | How to use this information |
|---|---|
| Skilled employee through a covered subclass | Check the actual subclass, stream, nominated occupation and relevant application dates. Covered subclasses include 482, 186 and 494. A regional worksite is not a separate priority group. |
| PALM placement under subclass 403 | Subclass 403 is outside this Direction’s schedules. Follow the PALM recruitment, employer and visa processes instead. |
| Working Holiday Maker with an existing visa | Subclasses 417 and 462 are outside these schedules. Check the person’s existing work conditions and availability; Direction 119 does not allocate their farm shifts. |
Hypothetical example: a grower wants to recruit an orchard manager from overseas. The farm’s regional address alone does not justify describing the application as priority processing. The nominated occupation must be checked against the Direction, and the nomination and visa records must each show the relevant location and date. The job title “manager” is not enough to establish either occupation eligibility or priority.
A planning sheet for the employer and adviser
Use one row per proposed employee. Keep personal application evidence in the appropriate restricted file; the staffing plan should contain only the information its users need.
| Planning entry | Question to resolve |
|---|---|
| Position and pathway | What duties will the employee actually perform, and which subclass and stream are being assessed? |
| Nomination status | Prepared, lodged, further information requested or approved? Record the date and evidence. |
| Visa status | Not lodged, lodged, further information requested or granted? A nomination approval is not a visa grant. |
| Lodgement locations | Where was the nominee at nomination lodgement and the primary applicant at visa lodgement? |
| Priority assessment | Which provision applies, and who has checked that conclusion? |
| Staffing commitment | What has been confirmed about work permission, travel and availability? Keep a proposed start date conditional until its dependencies are resolved. |
| Contingency trigger | What will the farm do if confirmation is absent by its own decision date? Name an owner and a practical replacement option. |
Priority cannot answer every recruitment question
The Direction does not alter the skilled occupation lists or remove visa criteria. It also cannot establish that a particular individual will be approved. Keep eligibility, salary requirements, completeness of the application and workforce scheduling as separate checks.
For the operational side, use Orchard Tech’s harvest workforce planning guide. A useful commitment to a farm is based on confirmed dependencies, rather than an assumed place in a processing queue.
